Organizations must ensure vendors meet EU AI Act obligations, obtain complete documentation and risk assessments from suppliers, audit both deployers and providers in their supply chain, and manage risk when suppliers are unwilling or unable to share model internals for proprietary reasons.

Supply chain transparency will likely become a major bottleneck, particularly for organizations relying on commercial AI solutions where vendors may be reluctant to disclose detailed technical information.

8. Navigating Conformity Assessments

High-risk systems typically require internal conformity checks, and in some cases, assessment by third-party Notified Bodies. Several factors make this challenging: few Notified Bodies currently exist with AI expertise, harmonized standards are still maturing, assessments can be slow and expensive, and global companies may need different assessments for different markets.

This means organizations may need to begin compliance efforts without complete clarity on specific requirements—creating risk that early implementation choices may need revision as guidance evolves.

11. Absorbing the Cost and Resource Burden

Full compliance requires substantial investment in new personnel (including risk managers, auditors, and ML safety experts), documentation and compliance management systems, monitoring and testing tools, legal and regulatory specialists, and organization-wide training programs.

Small and mid-sized companies face disproportionate challenges, as compliance costs don't scale linearly with organization size. These companies may lack the resources to build comprehensive compliance programs, potentially limiting their ability to deploy AI systems in the EU market.

12. Achieving Cultural Change in AI Development

Traditional AI development emphasizes speed and iteration—rapid prototyping, continuous deployment, and learning from real-world usage. The EU AI Act requires a fundamentally different approach: comprehensive documentation before deployment, extensive testing and validation, safety controls and human oversight, and slower, more controlled release cycles.

This represents a major mindset shift for teams accustomed to agile development practices. Organizations will need to balance innovation velocity with the deliberate, safety-focused approach the regulation demands.

Establishing a Path Forward

Successfully navigating these challenges requires organizations to start early, invest in governance infrastructure, engage with emerging standards and guidance, and foster collaboration between technical, legal, and business teams. While the compliance burden is significant, organizations that approach it systematically can build AI governance capabilities that not only meet regulatory requirements but also strengthen trust with users and stakeholders.
